A notorious group of human rights violators continues to act with impunity in the Democratic Republic of Congo (DRC), according to the UN High Commissioner for Human Rights Navi Pillay.

The group, known as M23, is accused of raping and killing civilians, as well as recruiting child soldiers. They have been conducting a mutiny in North Kivu Province, which has led to fighting with the Congolese army.

That fighting has forced tens of thousands of people to flee their homes.

Ms. Pillay named five of the leaders in statement and said that every effort must be made to hold these men, and the soldiers under their command, accountable for human rights violations.
