Document passed on Thursday with 116 votes in favour and 10 abstentions at the UN General Assembly; text proposed by Germany stresses that peace depends on long-term stability in the social, economic and political fields; the president of the body highlights the collapse of the economy between several internal crises.

The General Assembly adopted a resolution on the situation in Afghanistan on Thursday, with 116 votes in favour and 10 abstentions.

The document expresses "deep international concern" about recent events and the fragility seen since the Taliban took power about 15 months ago.

Lack of political inclusion and representativeness

The resolution calls for a commitment to human rights, including the rights of women, children and people belonging to minorities, and to the promotion of full, equal, meaningful and secure participation of women in all aspects of Afghan society.

At the start of the plenary session, the President of the General Assembly said that Afghanistan should never again become a fertile land and safe haven for terrorists.

Csaba Korosi stated that supporting an inclusive and sustainable peace in Afghanistan is a moral and practical obligation of the international community when 15 months of Taliban control taken over on August 15, 2021. The de facto authorities began to run the country following the departure of U.S. troops.

Korosi described a nation with a "crumbling economy" and submerged in several crises.

He found the humanitarian situation disastrous, recalling that two-thirds of the Afghan population are starving. The speech reminded that girls and women are prohibited from learning, having a job or receiving adequate medical care in the "country that is flooded with heroin and opium."

Full respect for human rights

The adopted text lists worsening economic, humanitarian and social conditions, persistent violence and the presence of terrorist groups, in a reality of lack of political inclusion and representative decision-making, as well as the abuse of human rights, including those of women, girls and minorities.

The General Assembly argues that sustainable and lasting peace can only be achieved through long-term social, economic and political stability. This process "requires full respect for civil, political, social, economic and cultural rights, as well as a commitment to inclusive and representative governance."

The document reiterates continued support for the Afghan people to rebuild a stable, safe and economically self-sufficient state free of terrorism, narcotics, transnational organized crime, including human trafficking and corruption.

The new resolution also provides "help in strengthening the foundations of a democratic Constitution", reflecting Afghanistan's responsibility as a member of the international community.

Regarding organized crime, the leader of the General Assembly stressed that such acts advance at the same time as terrorist organizations, in a scenario of "complex and interconnected challenges, where the Taliban has shown that it cannot or does not want to solve."

Threats of drug trafficking and terrorism

With the economy shaken, security risks have expanded. Narcotics make up the country's largest economic sector, the President of the General Assembly said.

In November, the U.N. Office on Drugs and Crime reported that opium cultivation increased by 32% in 2022. Prices have skyrocketed in markets and "the threat of drug trafficking is linked to the threat of terrorism, regional and global security."

The General Assembly resolution reiterates that it is important to achieve lasting peace, development, rehabilitation and economic stability, as well as to eliminate all challenges to Afghanistan's stability and threats to regional security.
