The independent United Nations human rights expert on torture and other cruel, inhuman or degrading treatment or punishment began a 12-day visit to China today, during which he will meet with Government officials and representatives of civil society and visit detention facilities.

The independent United Nations human rights expert on torture and other cruel, inhuman or degrading treatment or punishment began a 12-day visit to China today, during which he will meet with Government officials and representatives of civil society and visit detention facilities.

Manfred Nowak, a Special Rapporteur of the UN Commission on Human Rights, in Beijing, Urumqi, Yining and Lhasa ahead of submitting a comprehensive written report on the visit to the Commission at its 62nd in 2006.

Special Rapporteurs are unpaid experts serving in an independent personal capacity who receive their mandate from the Commission and report back to it.
