Dukwi camp, from which they left, houses 1,200 Namibian refugees, about half of those who fled Caprivi during secessionist strife in the late 1990s.

The Namibian Government last month cleared 29 refugees to be repatriated, but four refugees changed their minds about returning and many cited personal reasons for not taking the first convoy, such as wedding plans, or waiting for wages to be paid.
