UN envoy meets with Angolan President to discuss proposed peace plan

The United Nations top envoy for Africa today met with the President of Angola to discuss the recent ceasefire between the Government and the rebel group UNITA, as well as details of Luanda's peace plan released last month.

During a meeting this morning with President José Eduardo Dos Santos, UN Under Secretary-General and Special Advisor for Africa Ibrahim Gambari also delivered a message from UN Secretary-General Kofi Annan for the Angolan President concerning the end of the fighting in the country.

The war had ended with no vanquished and no victory, Mr. Gambari told reporters after the meeting, stressing that victory belonged to the people of Angola. The Special Representative added that he had discussed with President dos Santos details about the 15-point peace plan released on 13 March, and talked about the way the UN could assist the Angolan Government.

Mr. Gambari added that he would submit a report to both the Secretary-General and the Security Council on humanitarian assistance and sanctions-related issues. On those matters, further discussion will have to be undertaken before the Council was able to take final decisions in consultation with the Government of Angola.
