At least 2.7 million children live in care institutions around the world where there's a risk of long-term developmental problems, the UN has warned.
Data released by UN Children's Fund (UNICEF) indicates that the percentage of youngsters in care in Central and Eastern Europe, and Central Asia is more than five times the global average.
Children with disabilities and those from poor families make up the biggest share, UNICEF's Lesley Miller explained to Daniel Johnson.
