Neither the failed “war on drugs” approach nor full legalization is the right way to curb drugs-related crime and uphold international laws on drug control.

That’s the view of Werner Sipp, President of the International Narcotics Control Board, speaking ahead of their 2015 Annual Report published on Wednesday.

He said that a “balanced and humane approach” was needed to ensure that drugs promoted health and well-being, rather than fuelling international drugs crime.

He also noted that there was a “growing threat” from a near-doubling in the number of new psychoactive substances being sold illegally around the world.

Matthew Wells asked him to outline the challenges facing the up-coming special session of the UN General Assembly on the world drug problem, next month.
