The time has come for a “phasing out” of sanctions on Cuba and Iran to protect the most vulnerable members in society, a leading human rights investigator said Wednesday.

Idriss Jazairy, who’s the UN’s first independent expert on human rights and sanctions, insisted that in Iran’s case, punitive measures alone had not forced the country to the negotiating table to agree a deal on its nuclear programme.

Ahead of his first report to the UN Human Rights Council in September, Mr Jazairy explained to Daniel Johnson that one the aims of his mandate is to get a better understanding about exactly how many sanctions are in place now.
