A disarmament conference could be what the UN Secretary-General has described as a “driving force for building a safer world and a better future.”

Ban Ki-moon is in Geneva where he addressed the Conference on Disarmament, the international forum which looks at all multilateral arms control and disarmament issues—including preventing nuclear war.

Negotiations on its programme of work have been deadlocked for nearly two decades.
