The latest escalation of the conflict in Syria has raised the spectre of chemical warfare, UN Secretary-General Ban Ki-Moon told a press conference in The Hague on Wednesday.

The use of chemical weapons by anyone, for any reason, under any circumstances, would be an atrocious violation of international law, he warned.
