The UN refugee agency (UNHCR) says that at least seven civilians have been killed by shells that have landed in residential areas during the clashes between the Congolese army and the M23 rebel group around the town of Goma, the capital of North Kivu Province.

The top UN envoy for the Great Lakes region of Africa has called on leaders in the region to ensure that civilians are protected.
