Following the 1998 bombings of the American embassies in Nairobi, Kenya and Dar es Salaam, Tanzania, the UN Security Council adopted a sanctions regime directed against al-Qaida and the Taliban.

The Taliban was expelled from power in Kabul, Afghanistan in 2001. Since that time, the sanctions regime has focused on al-Qaida wherever it is, says Richard Barrett, Coordinator of the Al-Qaida Sanctions Committee.

He told Gerry Adams that the focus of the sanctions regime has changed since it was formed in 1998.
