UN-Arab League joint special envoy Kofi Annan has told the Security Council that his peace plan for Syria could be the "last chance to avoid civil war" in the country.

He also told Council members during a closed briefing that despite a cessation of hostilities, government forces continue to crack down.

Mr. Annan said he hopes that with the deployment of 300 unarmed monitors his six-point peace plan that started on April 12 can be fully implemented.
